A total of 22 acting officials of Jahangirnagar University are still discharging their duties though there is a provision to have such type of employment for not more than six months.
Jahangirnagar University has a dedicated legislation to run the university which is known as Jahangirnagar University Act 1973. Although the executive power of the autonomous body is vested to the university administration as described in the Act, at present the administration is run by 22 'Acting' officers without complying with the Act.
According to section 12(6) of the Act, The vice-chancellor has the power to appoint officers, teachers, and administrative and subordinate staff on a purely temporary basis for a period of not more than six months.
At present, the six month-term of those 22 posts of the university has expired. But they are still holding the offices which is clearly violation of the University Act.
The office of the Registrar of JU has been running for almost four years with the acting head. Acting Registrar Rahima Kaneez still holds the chair; her term of office expired on October 30 last year.
It is learned that along with University Registrar Rahima Kaneez, Proctor and Provost of AFM Kamaluddin Hall ASM Firoz Ul Hasan, Comptroller Md Mosanul Kabir, Dean of the Faculty of Social Sciences Professor Akbar Hossain, Dean of the Faculty of Business Studies Nilanjan Saha, Dean of the Faculty of Law Tapos Kumar Das, Chairman of the Department of Geography and Environment Professor Muhammad Nazrul Islam, Provost of Al Beruni Hall, Ashraful Alam, Maulana Bhasani Hall Provost Professor Kamrul Hasan, Head of Engineering Office Abdus Salam Md. Sharif, the chief medical officer of the medical centre Md Kamsur Rahman, Director of Planning and Development Office Nasir Uddin, Director of Public Relations Office Mohammad Mohiuddin, Director of Physical Education Office Begum Nasreen, Library Teacher Professor Muhammad Hanif Ali and Additional Teacher Professor A Shamim Kaiser, Science Workshop Teacher Professor Md Salahuddin, Transport Office teacher Professor Ali Azam Talukder and Additional teacher Professor Kho. Lutful Elahi, ICT cell teacher Professor Mohammad Sharif Uddin and additional teacher Professor Golam Moazzam are in-charges as intermeddlers.
After the term of the former vice-chancellor expired on March 2, the vice-chancellor (education) Professor Nurul Alam was ordered to perform the routine duties of the vice-chancellor by an office order of the Ministry of Education.
But the administrative work of the vice-chancellor has come to a standstill as there is no explanation about routine responsibilities in the office order. There are no regular academic, syndicate and emergency meetings.
Professor Nurul Alam said, “A letter has been sent to the Ministry of Education to know about the routine responsibilities of the Vice-Chancellor. However, as no answer has been received yet, I am not sure about the responsibilities under my jurisdiction.”
In this regard, Professor Anu Mohammad of the Department of Economics of the University said, "The university structure is being distorted. Administrative work has come to a standstill; as a result the university is in a state of stagnation. Running a university in such a way is a proof that the educational activities are not going well under the acting officials."
