Television pictures showed flames leaping through barred windows of single-storey buildings.
When contacted by Reuters, Eldar Sultanov, spokesman for the General Prosecutor’s office, said 31 people had been rescued during the incident.
Four people were taken to hospital, and the blaze has now been put out, BBC reports citing Azerbaijan's news agency APA.
Azeri officials said the fire had probably been caused by a problem in the power network of the building containing the centre. Azerbaijan's President Ilham Aliyev is visiting the scene, local media say.
