RESULTS of BCS examination published recently have three tyres. Some candidates are recommended for cadres while some others are recommended for non-cadred appointment and rest of the candidates are unsuccessful. Of these three groups, those recommended for cadres are celebrating their achievement and unsuccessful candidates are utterly frustrated. But the non-cadres are in a dilemma. They neither celebrate nor mourn. Rather they look forward to the future. Their miseries start here. Their fate now is fully dependent on the ministries. As skylarks wait for rain, non-cadres wait for requisitions from the ministries. After receiving requisitions from ministries, PSC will publish the list of candidates selected from non-cadre group. Again, very few celebrate while rest of the candidates keep their fingers crossed. Eventually PSC publishes final results of next BCS. With the publication of new BCS results some hopes for non-cadres are lost.
They only know through different media that many posts are lying vacant in the public sector. A simple question now arises is that why the government is not recruiting non-cadres to fill up the vacant posts? There is no body to answer this question. There are candidates whose parents are working in ministries and departments in different capacities. We earnestly request them to put themselves in the shoes of the parents of non-cadres. We hope they will understand the woes of our parents.
Columnists and journalists are giving their valuable opinions. Concerned authorities are taking action based on the reports and opinions carried by newspapers. But we feel frustrated when we see that no one is writing about our woes. We earnestly urge upon you to stand by us. Your newspaper columns and reports can bring this issue to the knowledge of the authorities concerned and help resolve the issue. Recruitment from non-cadre to fill up first and second class posts started from the 28th BCS. It is considered an epoch-making reform. Meritorious students saw a ray of hope in this reform. We know recruitment under PSC is transparent and nearly flawless. This reform that took place in 2010 was a strong anti-dote to corruption and nepotism in the recruitment process of the public sector.
Despite the vacancies in different ministries, authorities are turning deaf ears to the demand of placing requisition or demand order in PSC. Can't they understand that their small initiative can bring smiles to families of almost 3300 candidates recommended for non-cadre jobs?
Thousands of excuses may be shown by the ministry officials for not forwarding such requisitions to PSC. But one good move by one good heart would be enough to dispel the worries from the minds of the candidates. We are eagerly waiting for such a good heart. We are like the epic "Ancient Mariner" by TS Coleridge. We see water (vacancies) everywhere. But we cannot find a drop to drink as ministries are not placing demand orders to PSC. We did not kill an albatross like the ancient mariner did in the epic. We are honest people waiting to be blessed with a golden gift.
