RECENTLY the government introduced e-tendering system in Bangladesh for better and scam-free tender. But how much it will work for a scam-free tender system remains to be seen. If we look at our neighbouring country India, where the ICT sector is more developed than ours, we find that e-tendering scam led to suspension of nine officials and blacklisting of 40 contractors in Brihanmumbai Municipal Corporation (BMC). They were involved in the e-tendering scam (mumbai.newsline@expressindia.com).Â
It is reported that the indicted officials allegedly opened invitations for bids after midnight and closed it within a few hours instead of keeping it open for seven days. After watching this incident in an ICT developed country like India, how can we say that e-tender will be free from scam? It can be manipulated by government officials or hackers can hack the website and know about the bids of others. Now, how much it will work for improvement in tendering system in our country is yet to be seen.Â
