The move for Kepa is set to pick up speed this week, according to Marca, following the transfer window opening January 1.
Kepa will add competition for the under fire Keylor Navas until the summer when he is replaced as first choice.
Florentino Perez is keen on signing a new first choice goalkeeper with David de Gea and Thibaut Courtois among those being considered.
But Kepa will be at the Bernabeu this month to take over as deputy from Kiko Casilla.
Express UK said Real will pay his release clause of around £18m to sign him from Athletic Bilbao.
