Real Estate and Housing Association of Bangladesh (REHAB) and Bangladesh Land Developers Association (BLDA) Wednesday demanded that the building heights should be fixed by Civil Aviation Authority of Bangladesh (CAAB), REHAB, BLDA, Rajuk and BUET.
They also said that the amount of agricultural land has increased to 29.48 per cent in the revised Detailed Area Plan or DAP (2016-2035) from 22.94 per cent of the previous DAP (1995-2015).
The amount of wetlands has increased to 7.87 per cent from the previous 6.03 per cent. But it was found a significant portion of lands remains barren or used as non-agricultural lands as the fertility of those lands has been damaged by poisonous industrial waste water. These types of lands are found in Tongi, Gazipur, Narayanganj and Savar.
These unused and non-agricultural lands should be considered residential and mixed use lands, the speakers said.
Regarding water modeling and drainage modeling study done by BUET (Bangladesh University of Engineering and Technology) and CEGIS (Center for Environmental and Geographic Information Services), they said those spot level data were five to seven years old. Many lands have been showed as flood flow zone or drainage channel. But many of those lands are now developed area. In the water modeling report, the spot level data of the mentioned projects should be considered developed area for making DAP more practical.
REHAB and BLDA placed nine point-demand to the local government, rural development and cooperatives (LGRD) minister to incorporate in the revised DAP (2016-2035) including taking opinions of the local lawmakers and local public representatives to determine land use plan both in central Dhaka and outside.
They made the demand at a stakeholders' meeting on Detailed Area Plan (DAP 2016-2035) at the LGRD ministry. Minister Md Tazul Islam chaired the meeting.
REHAB President Alamgir Shamsul Alamin and BLDA President Ahmed Akbar Sobhan were present at the meeting.
They also demanded to incorporate those housing projects which were approved by Rajuk and the government issued gazette notification in the revised DAP. Besides, the ongoing housing projects and the proposed ones be incorporated in the final DAP by discussing with the stakeholders, prepare a guideline to solve housing problems of Dhaka city by incorporating private housing projects along with the public ones like Purbachal and Jhilmil, they opined.
REHAB and BLDA also demanded that whether the land use in central Dhaka and outside Dhaka has been proper or not should be decided by the respective local members of parliament, local representatives like upazila chairman and union parishad chairman.
