Rajuk Uttara Apartment Project Flat Owners Welfare Association has alleged that the city development authority has been handing over the flats without making them livable.

They also alleged that neither the flats under the project nor the area are livable. The buildings also do not have electricity, gas, water connection and lift facility.

The allegations were made at a press conference held at Dhaka Reporters Unity (DRU) on Friday with association president Hamidur Rahman in the chair.

Mr Rahman said none of the flats under the project is ready for living. Even the area is not livable. Besides, the authority has not ensured any facilities and services including sewerage line, road network, security system, market, health care and education facilities. The two families who started living there have been facing enormous problems, he added.

The owners association said the authority has to facilitate payment of the rest 50 per cent of the price without interest by eight equal installments as they are collecting utility bills from the date of handover, rescheduled the 5th installment within one year after handing over the flats, delay in handover, and financial loss of the investors.

Rajuk has been constructing 16-storey 84 buildings at Uttara (3rd phase) project at sector 18. The size of the apartment is 1,250 sq ft with 370 sq ft common space. Rajuk has fixed the price at Tk 3,500 per sq ft. Total price amounts to Tk 5.67 million. Rajuk conducted lottery draw on January 07 this year and selected 2,621 and asked the recipients to pay Tk 0.5 million by May 31 for handing over the flat keys.

The association demanded construction of a connecting road from Uttara sector 18 to Mirpur 11 along with other demands. They also announced that they would form a human chain on 20 April in front of Press Club and submit a memorandum to the housing minister and another to the prime minister on May 10 if their demands are not met.
