Disparity in police organogram hinders public safety: DMP chief

The chief of Dhaka Metropolitan Police has said imbalances and inconsistencies persist in the organogram of Bangladesh police force. 

"As a result, overall supervision including maintaining domestic discipline, law and order and intensive supervision is being hampered, affecting the maintenance of public safety," he said. 

The DMP Commissioner Md. Assaduzzaman Mia said this while speaking at a meeting of the Prime Minister with senior officials of the police at the International Conference Centre (ICC) of her office, marking the Police Week 2018 on Tuesday. 

He also mentioned that stagnancy in one position for long have psychological impacts on officers, reports UNB. 

He said that the Grade-1 and 2 officials in the police force are few comparing to other cadre services. 

"The percentage of grade 1 officials in other cadres is 1.17 to 4.45 per cent while it is 5-10 per cent for Grade 2. But Bangladesh Police's Grade-1, 2 proportion is far less,' he said. 

DMP Commissioner said that there are 2,289 cadre posts in the police service whereas there are only two Grade-1 posts and 13 Grade-2 posts in the force. 

In this connection he informed the Prime Minister that in the police Week 2017 Prime Minister Sheikh Hasina had directed the officials concerned to take necessary steps. 

He alleged that despite a prime ministerial instruction for creating three more grade-1 posts in police, it has not been done over the past one year. 

He also alleged that due to the lack of posts a good number of eligible officials remained stagnant in the same post for more than 25 years. 

"Due to the lack of vacant posts more than 100 police officials are passing their days in Grade-3 (DIG) and Grade-4 (Additional DIG) after completing their service for 27-30 years with skill and professionalism," he added. 

In this connection Assaduzzaman Mia portrayed himself as one of the victims of such stagnancy. Me and many others like me who are at the fag end of the service are not getting Additional IGP posts just for not having any vacant posts," he regretted.
