Local government minister Tazul Islam on Tuesday said detailed area plan (DAP) will be finalized after getting opinions from the city corporations as they will play a vital role in implementing the master plan.
He also said not more than one million people will be allowed to live in Purbachal Town to maintain livability.
His comments came at a press briefing after a view-exchange meeting on DAP with leaders of Bangladesh Institute of Planners (BIP) and DAP project director Ashraful Islam at the LGD conference room. LGD secretary Helal Uddin Ahmed was also present.
Tazul Islam, also the convener of the DAP review committee, said the DAP has been prepared for the development of the city where the city corporation can play a vital role. For that, the city corporation must be incorporated in the working process along with other stakeholders.
"DAP has been prepared keeping in mind the livability, aesthetic, environment and other elements. No wrong action will be allowed in the city that can be damaging," he added.
Answering a question on whether every plan incorporated in DAP is in documents only, the minister said there is no scope to say this as work on DAP is moving forward without being obstructed.
When BIP raised the issue of density zoning of the city, he said the design population for the Purbachal project has been fixed at 1.0 million. The number of dwelling units on each plot, road and the height of buildings will be fixed accordingly. Measures will be taken so that the design population cannot exceed in Purbachal to maintain livability.
BIP general secretary Professor Adil Mohammed Khan who was present at the meeting said they have proposed finalizing the DAP to benefit the citizens of the 1528-km DAP area and not to serve the interests of any individual or vested group.
"We have said the area-wise design population should be fixed as per the infrastructure facility service. Besides, all planning should be done based on the carrying capacity."
MrAdil also said BIP has proposed planned settlement in outer urban areas around Dhaka for decentralization and reduce pressure on the city. "This potential should be used in implementation process of DAP."
DAP PD Ashraful Islam said DAP has been prepared by incorporating the opinions of the city corporations. It has been recommended in the DAP that the city corporations prepare ward-based action area plan in light of the proposals in the DAP. Besides, Rajuk has held several PRA sessions on DAP in the city corporations.
"The opinions of the city mayors on the overall development policy of Dhaka have been incorporated in the draft DAP," he added.
