HC seeks report over customer complaints by April 4

The High Court on Tuesday asked the five-member supervisory committee to submit a report by April 3 after observing the issues of mobile network, mobile internet service and other complaints of the customers.

The committee was formed on January 23 to monitor the functions of the complaint cell of the Bangladesh Telecommunication Regulatory Commission (BTRC).

The High Court bench of Justice Mamnoon Rahman and Justice Khandaker Diliruzzaman passed the order after hearing a writ petition filed in this regard.

The committee had been asked to submit a report to the court within 30 days after receipt of the court order.

However, Barrister Khandaker Reza-E-Raquib who appeared in the court hearing on behalf of the BTRC said they had received the court order on February 20 and now they will take action according to it.

Saifur Rahman Rahi, a Supreme Court lawyer and also the writ petitioner, said major two telecom companies Grameenphone and Robi Axiata have also submitted their representation in the court.

After hearing the parties the court fixed April 4 for further hearing on the issue.

Saifur Rahman Rahi filed the petition as public interest litigation.

After hearing the petition, the court also asked the cellular mobile telecom operators to ensure crystal clear voice call quality, speedy internet service and stable network as they advertise and circulates in the media to stop sufferings like call drop and call disconnection.

It also issued a rule upon the respondents to explain in four weeks as to why the inaction of them in ensuring crystal clear voice all, speedy internet service and stable network should not be declared illegal and as to why the respondents should not be directed to remove any limitation of period in data pack service allowing the subscribers to use the purchased data until full consumption.

Posts and Telecommunications secretary, BTRC Chairman, Grameenphone’s Chief Executive Officer (CEO) Yasir Azman, Robi’s CEO Mahtab Uddin Ahmed, Banglalink’s Chief Executive Officer Erik Aas and Teletalk’s CEO Md Shahab Uddin and three other respondents have been asked to comply with the rule within four weeks.

The lawyer who is the customer of all the four mobile phone operators filed complaints to the BTRC on January 5 this year against call drop, weak network and limitation of period in data pack service. As he didn’t get any solution from the BTRC he sent legal notice on January 10 to the respondents.

But without getting any response from the respondents, he filed a writ petition with the High Court seeking rules and directions.
